Issue 5: [lib+worker] External Sort Design

We need to figure out how we want to implement external sort with 
our current architecture.

Perhaps create documentation tagged as "Phase:Design".

This issue is being partially completed in Issue 24 by the eviction 
policy.

We are getting an implicit sort from using the STL map data 
structure.

If we need to expand on this, we can in the future.  Otherwise Erik 
just see if you think more is needed.
