In support of this ticket, could we have a document in the 
documentation section describing how the user library and API works? 
All possible function calls, expected arguments, and documentation 
of all possible return values/error states?

In addition, that document might want to include some small code 
examples?  And how to build your program?

This is, of course, once dynamic loading is working I suppose.

Also, if I setup libtool/pkg-config things for the library that will 
affect how programmers use it and build against it.  I can help 
documenting this part.
